Delivery Board

The Pharmacy: Delivering a Healthier Wales Delivery Board provides strategic oversight of the programme, and it’s four central themes.  Importantly, the Board provides a challenge to all parts of the profession on its progress towards achieving the vision’s objectives.

Membership of the Delivery Board includes appointed representatives across the pharmacy profession, including both pharmacists and pharmacy technicians.

The Board also includes bodies representing the pharmacy profession in Wales, including RPS and Community Pharmacy Wales, as well as key organisations such as Health Education and Improvement Wales and the Digital Health and Care Wales.

Meet the Board

Stephanie Hough

I trained as Pharmacy Technician in secondary care sector and am currently a Senior Pharmacy Technician overseeing the pharmacy service to Community Hospitals in North Wales.  Since the Covid-19 outbreak I have been involved with setting up one of the field hospitals in North Wales, and more recently the supply of the Covid vaccine to the Mass Vaccination Centre.

P:DaHW encompasses service improvement which I am passionate about. Pharmacy services are integral in delivering quality healthcare to patients and the public, though as a profession, pharmacy is not always recognised by others in the multi-disciplinary team, I hope to increase the awareness of the potential of pharmacy staff.

I’m an Independent Prescribing Pharmacist and Patient Service Lead, predominantly working within the NHS managed sector. I have extensive experience in clinical specialist roles and as the West Midlands Hepatitis C Lead Pharmacist, I lead on multi sector, multi- professional regional projects. I have a passion for delivering quality services that meet the patient’s needs. Promoting medicines safety and governance, inter-professional learning and streamlining care pathways to facilitate patient engagement.

As a board member, I fully support the P:DaHW vision, embedding it into all aspects of my work; locally within my department and Integrated Locality Group, regionally across the Health Board and nationally via the All Wales Quality & Patient Safety Group.  As a member of the Enhancing Patient Experience sub-group I contributed to the design of the success measures to deliver the vision goals and promote the profession’s role in supporting the wider Health and Social Care of patients within our communities.

I am currently working as a Medicines Optimisation Pharmacy Technician for the Primary Care Team at Hywel Dda University Health Board.  I have over 16 years of Pharmacy Experience including many years in Community Pharmacy (including management roles) and, more recently, a brief encounter of secondary care including providing medicines management services at two of the local field hospitals.

I am passionate about the development and usefulness of the Pharmacy Technician role and am excited about how P:DaHW will enable us to evolve and improve through training, equipping and promoting our role in the Pharmacy Team. I am a member of two of the subgroups which are focusing on two of the four main themes in the Pharmacy: Delivering a healthier Wales document “Enhancing Patient Experience” and “Seamless Pharmaceutical Care”.

I started my career in community pharmacy nearly 22 years ago as a part time MCA. I am  now a Registered Technician with an ACT qualification, Clinical Governance lead and Human Resource Manager for the company I work for, covering 5 pharmacies across ABUHB & CTMUHB. I have also been involved in the pilot for cross sector Pre-registration Pharmacy Technicians in ABUHB by being an expert witness for one of the trainees.

As well as being a P:DaHW Board member, I have joined the sub-group for Seamless Pharmaceutical Care, as I feel passionate about patients receiving the care they deserve,  ensuring their wellbeing is considered and involving them in decisions regarding their care.  I believe this can be achieved through collaboration with all sectors, and working with others to achieve the goals set by P:DaHW.

Since retirement from the Welsh Assembly, where I was an advisor for ICT provision and Health Informatics, I have worked with a number of Community, Voluntary and Social Care organisations. As the former Chair of the Community Health Council for Bridgend, Neath and Swansea areas, I represented the patient viewpoint on the local Health Boards. I also worked closely with Local Government Social Services in scrutiny of the delivery of Primary Health Care Services across South Wales. Currently, I am a Lay Member for a number of accreditation panels for Health Education in Wales (HEIW).

As the Board’s Lay Member, my primary focus is to offer an outside, independent view point and to give a patient perspective along with any constructive challenge where needed - to be a ‘critical friend’ to the Pharmacy Delivery Board and its aims. The prospective changes and innovation the Board is seeking to deliver is something I am relishing being part of and appreciate the opportunity of being able to contribute. It’s an exciting time for Pharmacy Service Delivery in Wales.

Andrew Morris

I am Head of Pharmacy and Professor of Pharmacy Education at Swansea University. Previously, I was Dean of Science at the University of Nottingham Malaysia following periods working in the community pharmacy and primary care sectors in South Wales.

I want to see Wales leading the way with innovative and high-quality pharmacy education and training. One of the themes underpinning the whole vision of P:DaHW is “developing the workforce”. Long-term high quality pharmaceutical care and an excellent patient experience are only possible by ensuring that the future workforce have the appropriate education and training to prepare them for the roles outlined in the vision.

I’m National Pharmacy and Medicines Management Lead for Digital Health and Care Wales. Graduating in pharmacy and with a MSc in Healthcare Management, I spent most of my career managing hospital pharmacy services in Cardiff and the Vale of Glamorgan. I have been a member of the RPS Wales Board since 2015 and Chair since 2021.

I was a member of the Health, Wellbeing and Prevention working group that contributed to P:DaHW. I set up and now chair the Digital Medicines Management Group that reports to the Delivery Board. I promote the role of pharmacy and medicines management within DHCS and the wider Welsh NHS. Information technology is an enabler for pharmacy across all sectors to provide safer, more effective services to patients.

I became one of the first pharmacists recruited to the Welsh Clinical Leadership Fellow programme in 2019-20 and am now on secondment to the Welsh Government as Head of Pharmacy & Prescribing, leading on P:DaHW.

I want as many people as possible in the pharmacy profession to know about P:DaHW and help them understand why we want to deliver the Vision. I want P:DaHW to inspire people to be good at what they do and encourage them to lead the way for the new generation of pharmacists and technicians across Wales.

I have 20+ years’ experience of leading healthcare in Wales. After a fulfilling, varied career with Boots, five years ago I decided to pursue my ambition to become a business adviser/ entrepreneur. I’ve since supported many SMEs as well as founding @home healthcare - a domiciliary opticians company. I am also Operations Director for Evans Pharmacy and have been inspired through P:DaHW to pursue my IP qualification.

As theme lead for Enhancing Patient Experience, I am committed to ensuring our subgroup engages with all stakeholders involved in enabling us to deliver our theme goals within the timescales set. I hope to champion collaborative working with broader healthcare stakeholders outside of pharmacy, as I believe this will be key to achieving our vision for pharmacy in Wales.
